Saurabh is an Electrical Engineer from Indian Institute of Technology (IIT) Kanpur with a Masters in Public Policy from National Graduate Institute of Policy Studies, Tokyo, Japan. He is an officer from the Government on India and is part of the Indian Revenue Service. He has over 18 years of experience working in various capacities in Indian Income Tax Administration, Budget and Finance in the Ministry of Power, and Bureau of Energy Efficiency (BEE). BEE is the apex body of Government of India for implementation of energy efficiency in the country under the Ministry of Power. Of these 18 years, he has spent about 10 years in Power, Energy Efficiency and Climate Change sectors.

Saurabh has, in his last assignment as Secretary, BEE managed the team that designed, implemented and monitored programmes for promoting energy efficiency in India. Some of the programmes that were designed and implemented were the Standards and labeling programme for RAC, replacement of inefficient lighting in household sector by leveraging carbon finance.

The largest CDM PoA, and only 3rd in the world, was designed and registered with the CDM-EB. Saurabh also was part of the team that designed India's first trading scheme for industrial energy efficiency under the National Mission for Enhanced Energy Efficiency in India. The scheme is being launched shortly by the Government. Several other Demand Side Management(DSM) programmes were also initiated in areas like Buildings, Municipalities, Agriculture as well as Utility driven DSM. He was also part of the team that designed Super Efficient Appliance Deployment (SEAD) programme in India, building on the success of Standards and Labeling Programme.

Saurabh has led the BEE team that, under a SSFA with UNEP, has developed the climate linkages to HPMP. Maldives HPMP was the first one in the series that was approved. The focus of the effort is to accelerate the ODS phaseout by leveraging market forces through SLP and other energy efficiency policies and programmes.
