Country programme preparation

The Government is committed to phasing out the consumption of ODS in a controlled and cost effective manner. During 2000 and 2001 legislation will be put in place and enactment texts will be defined, including: restriction on imports of CFC-based equipment, prohibition of new enterprises producing and/or assembling refrigeration equipment, foams and/or aerosols products using ODS, certification of refrigeration technicians, assessment of the feasibility of issuing consumption or environment taxes on ODS, establishment of import quotas and licenses, reduction of import tariffs on equipment and materials for implementation of ODS phase out projects together with establishment of a monitoring system for ODS imports and consumption. Public awareness campaigns and the refrigeration management plan will be developed and implemented. Monitoring capacity will be improved to ensure effective monitoring of the legal and technical provisions provided for under the Montreal Protocol.
