Mikheil holds a degree of Master of Science in Environment Science and Policy from the joint Master Programme of Central European University (CEU) and the Manchester University. At the Ministry of Environment of Georgia, Mikheil as the Head of Integrated Environmental Management Department was to supervise and coordinate the work of four divisions - Air Protection, Water Resources Management, Waste and Chemicals Management, Hydrometeorelogy and Climate Change. He coordinated the preparation of various policy and legal documents in the above fields as well as the implementation of international obligations (Climate Change Convention and Kyoto Protocol, Vienna Convention and Montreal Protocol, Stockholm, Basel and Rotterdam Conventions). He coordinated development and implementation of international projects in all four areas (GEF, AF, SAICM, MLF and others). Prior to this position, Mikheil was the Ozone Officer of Georgia for seven years and coordinated the implementation of a number of UNEP, UNDP and UNIDO projects in Georgia. Mikheil was also the consultant of UNEP OzonAction in 2009. He has actively participated in International forums through co-chairing on behalf of developing countries of consultations and the negotiation group on the proposals to accelerated phase out HCFCs under the Montreal Protocol in September, 2007 resulted in accelerated phase-out of HCFCs. Furthermore, Mikheil was the Member of the Implementation Committee under the Non-Compliance Procedure from 2005 to 2008 and the President of the Committee in 2006. He was elected as a Member of the Executive Committee of Multilateral Fund in 2009. In 2011, he served as President of the Vienna Convention Meeting held in Bali, Indonesia.
