A Tribute to Yuichi Fujimoto, Stratospheric Ozone Champion and former Senior Expert Member of the TEAP
A Tribute to Yuichi Fujimoto Stratospheric Ozone Champion and former Senior Expert Member of the TEAP (Assembled by Stephen O. Andersen, Penelope Canan, Tsutomu Odagiri, and Masaaki Yamabe) Yuichi Fujimoto died 21 September 2010 after a short illness. The news of his death got quickly around the world. The traditional Buddhist funeral ceremony (Otsuya) was held at the Tokuou-ji Temple, established in the fifteenth century. Drs. Canan and Andersen contributed dozens of messages of condolence from the ozone community that were presented at the ceremonial hall. Fujimoto Yuichi-san was born in 1933 in Tokyo. After graduating from the Engineering Department of the University of Tokyo, he worked at Hitachi Ltd. until the late 1980s. At Hitachi, he was given an opportunity to play active parts in overseas assignments around the world, in part due to his considerable language skills and amiable personality. In the late 1980s, Yuichi Fujimoto emerged from manager of the Planning Department of the Japan Electrical Manufacturers? Association (JEMA) to become a leading force in stratospheric ozone protection in Japan and worldwide. In just a dozen years he transformed Japanese industry and set them on the road to comprehensive thinking on the environment. Fujimoto Yuichi-san was deeply embedded in the Montreal Protocol Technology and Economic Assessment Panel (TEAP) and the Solvent Technical Options Committee (STOC), the Industry Cooperative for Ozone Layer Protection (ICOLP), the Japan Industry Cooperative for Ozone Layer Protection (JICOP) the Global Pathfinder Meetings, the PFC Semiconductor Partnership, the Thailand Partnership for CFC phaseout in refrigerators, Vietnam Pledge, the projects donating patented technology to public domain, and so much more. He helped organized technology cooperation projects in China, Hong Kong (before reunification with China), Indonesia, Malaysia, Mexico, the Philippines, Vietnam, and many other countries. From 1993 until 2002, he was Senior Expert Member of the Montreal Protocol Technology and Economic Assessment Panel. One of his most distinguished accomplishments was the phaseout of CFCs from refrigerators in Thailand in 1996, which occurred only one year later than in most developed countries. Another extraordinary accomplishment was organizing in 1995 forty-three multinational companies from Canada, Germany, Japan, Korea, Sweden, Taiwan, the UK and the USA to pledge to avoid the use of ODSs in Vietnam. With Japanese colleagues and government he helped organize the annual month-long training in Japan of developing country ozone officers and experts that silently professionalized this cadre and helped build community. He was deeply involved in many publications on how the ozone layer was miraculously rescued from certain destruction. For UNEP he helped author “Technologies to Protect the Ozone Layer: Case Studies on the Japanese Experience” highlighting the leadership of 19 Japanese companies. With Tsutomu Odagiri he organized and edited the translation into Japanese of Ozone Connections, Expert Networks in Global Environmental Governance by Drs. Penelope Canan and Nancy Reichman. He led by his example of good will and an openness to cooperation that was legendary. He was famous for success with diplomacy and grace. His stories and photos were about remarkable children, delightful grandchildren, and a loving wife. He cared deeply for his family, his wife, two sons and daughter, and six grandchildren. He basked in the knowledge that he had lived a good life. He earned many awards including the US EPA Stratospheric Protection Award in 1993, the US EPA Best-of-the-Best Ozone Award in 1997, and United Nations Environment Programme TEAP Champion Award in 2007. He was always proud to explain how so many of his colleagues helped him achieve what he had done. The most regrettable event occurred on 21 of September, and we became not to realize our dream of being together then. We share this dream with members of Japanese Ozone Association and so many others dedicated to global environment protection. He was energetic, right thinking, persistent and persuasive. He tied the world together in ways no one could imagine. Media Strategy - Policies, Planning, Approaches defined to heal Ozone Layer.
UNEP OzonAction Communication Strategy for the Global Compliance with the Montreal Protocol was approved in 2002. It emphasises for concerted efforts to engage the media at all levels in enhancing awareness about ozone depletion and the Montreal Protocol, especially during this compliance phase. The strategy identified media as a target audience (Page 48 targeted audience with multiplier effect ) Public awareness is essential if government policies and private sector investments related to the Montreal Protocol are to be successful. The media plays a key role in communicating the ozone story to the public and is therefore considered a strategic “multiplier” of messages and information related to this treaty. In this context, the positive role which media can play in compiling and disseminating such information cannot be overemphasized. Such a positive involvement of the media can help maximize outreach through its extensive information delivery systems. As stated in the global communication strategy , the main pillars are Information, Communication and Education.

Mobilise Co-financing Ozone Protection and Climate Change: Partnership with private sector on Information, Education and Communication.
This internal paper recognizes this important mile-stone event and considers the remaining tasks under the Montreal Protocol i.e. servicing the existing CFC based equipment , disposal and management of the CFC banks, remaining phase out of Methyl Bromide and ensuring the sustainability of the phase out of the Ozone Depleting Substances (ODS) that has already taken place. It proposes enhancing existing and new partnerships with the private sector that has played and continues to play very constructive and positive role in implementing the Montreal Protocol. UNEP OzonAction aims, by following approaches defined in this paper , to promote ozone and climate friendly phase out activities during the 'second phase' of the Montreal Protocol and more importantly enable the developing countries to accrue significant climate benefit.

Vital Ozone Graphics - resource kit for journalists
"Vital Ozone Graphics – resource kit for journalists" is a joint publication of UNEP DTIE OzonAction and GRID-Arendal. It features 30+ new graphics explaining physical, technical, economic and political aspects of the disconcerting process of ozone destruction in the atmosphere and the human action that has been taken to stop the process. It also sheds light on the challenges still remaining and the links between ozone depletion and climate change, both in physico-chemical and political terms. This on-line version features additional materials such as story ideas, contacts, a comprehensive glossary and more links to information related to the ozone hole and the Montreal Protocol. "Vital Ozone Graphics" is designed to be a practical tool for journalists who are interested in developing stories related to ozone depletion and the Montreal Protocol. Besides providing a basic introduction to the subject, this publication is meant to encourage you to seek further information from expert sources and to provide you with ready-made visual images that can be incorporated into your article. The graphics can be downloaded in different formats and resolutions and are designed in such a way that they can easily be translated into local languages. The United Nations Environment Programme (UNEP), the United Nations Education, Scientific and Cultural Organisation (UNESCO) and the World Health Organisation (WHO) have forged a unique partnership to provide primary school teachers with practical, hands-on and entertaining curricula material to educate their students about the protective role of the ozone layer and the causes and consequences of its depletion. The OzonAction Education Pack contains an entire teaching and learning programme, based on basic knowledge, practical skills and participation, for students to learn about concrete and simple solutions to protect the ozone layer and safely enjoy the sun. This Pack has been developed by UNEP’s Division of Technology, Industry and Economics OzonAction Programme as part of our organisation’s mandate as an Implementing Agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. The Pack is part of its global communication strategy for promoting compliance with national obligations under that treaty, and it is linked to UNEP’s Tunza Children and Youth Programme and the International Decade for Education.

Children need to know about ozone depletion and its consequences because for as long as the ozone layer remains depleted, they need to protect themselves from excess UV radiation and practice "safe sun" behaviour. Also, as everyone with a daughter or son knows, children are important for another reason: they transmit messages and information to adults: their parents, families, and teachers. For these reasons, UNEP has emphasised children in its Global Awareness Campaign under the Multilateral Fund and has developed a suite of educational and public awareness products aimed at children.

This richly-illustrated comic booklet uses the Ozzy Ozone character and his new friends to educate children about the causes and effects of ozone layer depletion, the need to follow “safe sun” practices, and actions that they can take to be “ozone-friendly”. Children’s art encourages ozone protection. This full colour booklet reproduces all 53 entries from the 1998 Children’s Painting Competition on the protection of the ozone layer organised by UNEP. Through artwork like this, young people show us how much they care about the environment and strongly encourage us in our efforts to protect the ozone layer. These paintings reveal a mature level of communication of the young artists aged 5 to 15 and convey scientific and imaginative concepts using graphic innovations and a wide range of colours. UNEP produced this booklet so that these images can be used to raise awareness through national information, education and communication (IEC) campaigns.

What's the Ozone Layer? Ozone Song, 2000 Millenium
Commemorating the year 2000, Japan's Save the Ozone Network (JASON) produced an English CD for children in response to the proposal made by the United Nations Environment Programme (UNEP). The Japanese version of this CD was released in 1996. The song has been sung at various events, including the International Symposium to protect the Ozone Layer (Osaka, 16 September 1996, the 8th Meeting of the Parties to the Montreal Protocol (Costa Rica) and the 11th Meeting of the Parties to the Montreal Protocol (Beijing).
