As part of UNEP's work as an Implementing Agency of the Multilateral Fund, the OzonAction Programme in cooperation with the Halon Recycling Corporation (HRC) organized the first-ever Meeting of National Halon Bank Managers in Washington, D.C. on 24 October 1995. The meeting was organized ti assist prospective bank mangers from Article 5 countries and generally promote halon banking. Government, military, and private sector authorities responsible for halon banking and recycling from Article 5 and Article 2 countries participated. Representatives from industry with expertise in the technical aspects of halon recycling and recycling equipment were also invited to share their expertise. The Co Chairs and some members of the Halon Technical Options Committee were also invited. The workshop recommended that: - Article 5 countries need assistance in providing accurate information to users on halon recycling, halon replacements, and other fire protection alternatives. - The use of concessional loans as a basis for financing halon banking facilities in Article 5 countries should be re evaluated. - National halon bank managers should continue to meet on some kind of a regular basis, possibly annually. - UNEP should publish more newsletters devoted to halon recycling, banking and replacement issues. - Better briefings on the halon issue need to be included in the Regional Networks of ODS Officers.
