Planning, Designing and Implementing Policies to Control Ozone Depleting Substances under the Montreal Protocol: A Handbook of Policy Setting at the National Level
Effective policies make the difference. Experience under the Montreal Protocol has shown that a strong national policy framework is a critical requirement for the sustained, permanent reduction and phase-out of ODS. Effective policies are particularly critical during the Protocol’s compliance period when developing countries must freeze and eventually phase out their consumption and production of ODSs. If effective policies are not in place and enforced, then investments in technologies, skills and systems to phase out ODS may be jeopardised. This Handbook provides developing countries with guiding principles and practical advice on planning, designing, implementing and sustaining appropriate and effective policies for complying with the Protocol. This Handbook should be of particular interest to developing countries that are categorised as low-volume consuming countries (LVCs). . [Note: the Russian version was produced in cooperation with the National Ozone Unit of Georgia's Ministry of Environment Protection and Natural Resources].

All Parties to the Montreal Protocol have the obligation to establish a licensing system. Such system is a key element of the regulatory framework and supports all other phase-out efforts for ozone depleting refrigerants within the country’s Refrigerant Management Plan.Training and certification of the customs officers to prevent illegal trade, detect smuggling schemes and identify illegal imports are included.

This Presentation reviews briefly governmental actions which have lead to successful reductions of ODS Consumptions in some developed countries. It takes as its starting point the consumption of CFCs and Halons for 1991 compared to 1986, as reported to the Ozone Secretariat. For the three countries with the highest reductions of CFCs and Halons, respectively, it summarizes the actions taken by the governments prior to December 1991 to achieve these results. Note! What is the most efficient Government policies and strategies will depend on the situation in each individual country. Furthermore, the skill and commitments of officers in charge at all levels will be of great importance.
