21st Consultative meeting
on Business & Industry - 2004
On 7 - 8 October 2004 UNEP held its 21st Annual
Consultative Meeting with Industry Associations in Paris. Using
a new, more interactive format, the meeting focused on the cross
sectoral topics Life Cycle Approaches, Economic Instruments and
Public Private Partnerships. It also included discussions in groups
clustered by industry sector on capacity building and technology
support.

- Opening speaker Ivo Mersiowsky
from Solvay Group gave the participants an update
of the state of the art of Life Cycle Approaches in the
plastic industry.

- Debate 2: What happened to economic
instruments?
- Professor of Economics at the University
College in London, Stephen Smith described the state of
play with economic instruments and new developments in introducing
emissions trading.

- John Scowcroft, Head of Unit of the Environmental
and Sustainable Development Department of EURELECTRIC argued
that in order for economical instruments to have significant
impact, an coherent body of policies needs to be established.

Général des Mines, from the Conseil Général
des Mines of France gave the participants a regulators view
on policy implementation and legislative reform in Europe.
- Debate 3: Public Private Partnerships
- Charles Chaumin, Senior Vice President
of Suez Environment, highlighted the contributions of Public
Private Partnerships in the provision of water and sanitation.
