The WSSD declaration and Plan of Implementation and some key points of relevance to DTIE and the private sector

Johannesburg Declaration

"We agree that in pursuit of their legitimate activities the private sector, both large and small companies, have a duty to contribute to the evolution of equitable and sustainable communities and societies." (para 27)

"We agree that there is a need for private sector corporations to enforce corporate accountability. This should take place within a transparent and stable regulatory environment." (para 29)

 

Johannesburg Plan of Implementation

Chapter II, Poverty Eradication:

reference to industrial development and the important role of small, medium and micro-size enterprises (SMMEs)

UNEP will: explore ways of expanding its assistance to small enterprises and entrepreneurs in the form of training packages and REED-type programmes

Chapter III, Changing unsustainable patterns of consumption and production:

"…encourage and promote the development of a 10-year framework of programmes in support of regional and national initiatives to accelerate the shift towards sustainable consumption and production …" (14)

UNEP will: advance its proposed work programme, strengthening the consumption aspect. The programme is to be presented at the GMEF in Nairobi, February 2003

Chapter III, Changing unsustainable patterns of consumption and production:

"Enhance corporate environmental and social responsibility and accountability…" (para 17, which encourages industry to improve its sustainability performance and supports the use of voluntary initiatives, significantly, referring to the Global Reporting Initiative)

UNEP will: continue to work and partner with industry and related stakeholders, through core activities, voluntary initiatives eg the Global Compact and GRI

Chapter III, Changing unsustainable patterns of consumption and production:

"Encourage financial institutions to incorporate sustainable development considerations into their decision-making processes…" (para 17c)

UNEP will: continue to address the role of financial institutions through its Finance Initiatives, Financing CP project, Financing Energy projects, SANet

Chapter III, Changing unsustainable patterns of consumption and production:

Text on energy recognizes "the role of national and voluntary regional targets and initiatives" (para 19e) and encourages "networking between centres of excellence on energy for SD" (para 19l)

UNEP will: expand its network of energy centres of excellence, launched at WSSD

Chapter III, Changing unsustainable patterns of consumption and production:

"Promote investment and partnerships for the development of sustainable, energy efficient multi-modal transportation systems...." (20b)

UNEP will: expand its work projects focussing on transport, promoting mobility mix and its Mobility Forum.

Chapter IV, Protecting and managing the natural resource base:

Includes text on water management (including para 25, referring to market tools and voluntary measures), UNFCCC, Montreal Protocol, as well as mining, minerals and metals (para 44 refers to importance of stakeholder engagement and, among others, a life cycle approach to mining operations)

UNEP will: continue its work programmes in the areas of water management (IETC), Ozone, mining and minerals.

Chapters IX and X, Means of Implementation and the Institutional Framework:

Refers to technical assistance, training and capacity building provided in the field of eg trade by UNEP, UNCTAD, WTO and UNDP (see paras 91 and 136/7)

UNEP will: continue its work in this field, as presented in WSSD event on the UNEP/UNCTAD Capacity Building Task Force

Chapters IX and X, Means of Implementation and the Institutional Framework:

"Promote corporate responsibility and accountability and the exchange of best practices in the context of sustainable development, including, as appropriate, through multistakeholder dialogue... (para 122f)
Commission on Sustainable Development to serve as focal point for the discussion of partnerships that promote sustainable development (para 130b)

UNEP will: work with CSD and fellow agencies through its initiatives and Type II partnerships
