Third International Expert Meeting on the 10YFP
Stockholm, Sweden (June 2007)

The main objectives of the Stockholm meeting were:

  • To discuss an initial draft outline of a 10-Year Framework of Programmes on SCP (10YFP).
  • To assess progress and provide direction for future work under the Marrakech Process.
  • To identify new mechanisms to build a more active cooperation between the Marrakech Process and major groups such as business, NGOs, local authorities and academia.

Regarding the 10YFP, there was a broad agreement that the 10YFP needs to be flexible and applicable to all regions according to their own regional/national priorities and needs. It was also suggested that the 10YFP could be an instrument to bring together the demand for SCP support from countries and regions and the supply of technical and financial services from UN Agencies, development cooperation institutions and other partners (business, NGOs, Task Forces, etc.) to support the implementation and promotion of SCP initiatives.

The Stockholm Meeting brought a strong engagement of business and NGOs. It provided direction for future work under the Marrakech Process.

Some of the principal outcomes of the Stockholm Meeting are:

  • Discussion on 10YFP and recommendations for its outline

  • Launching of the Business and Industry Forum, co-facilitated by the World Business Council for Sustainable Development (WBCSD) and the International Chamber of Commerce (ICC). As a result, they expressed their commitment to support the Marrakech Process and develop concrete activities

  • Launching of the NGO Forum, co-facilitated by One Earth (NGO in Canada) and Society in Action Group (NGO India)

  • A Francophone network on SCP was launched under the initiative of the Institut de l'Énergie et de l'Environnement de la Francophonie (IEPF)

  • A new round of regional consultations will be held in order to strengthen and obtain more institutional and political support for the existing SCP strategies and, where needed, support the development of such strategies/programmes.

New Mechanisms
The Stockholm Meeting launched two new mechanisms of the Marrakech Process: the Business and Industry Forum and the NGO Forum. It was suggested and agreed to establish a new steering committee for the Marrakech Process. Substantial recommendations were given to the first draft proposal for a 10YFP, which needs to be flexible and applicable to all regions according to their own regional / national priorities and needs.
