We present several examples of the APELL programme implementation.

APELL in Korea: A centralized approach by industry

An international workshop on prevention of industrial major accidents held jointly by UNEP and KISCO in 1996, at Kyungju, paved the way to introducing the APELL programme in Korea. Since then, many technical guidelines of UNEP have been translated by CCPS (Centre for Chemical Plants Safety) and distributed to the policy makers, local authorities for emergency planning and industries.

Until now, 75% of the hazardous plants have implemented hazard assessment. 1999 will be the last year for completion of the hazard assessments of all existing hazardous plants in Korea. All the hazardous plants have established the emergency planning and the concept of APELL is regarded to be successfully implemented in their emergency planning as we have reviewed their PMS reports and observed through the site auditing.

However, we still find some point to be promoted in their efficiencies of emergency planning and we are going to impress the practical view points of emergency planning based on the consequence analysis. We have developed the IRMS (Integrated Risk Management System) which can show us the exact risk from the hazardous facilities combining the reliability and consequence by modeling, IRMS also shows us the exact status of dispersion from the release of toxic materials on real-time basis.

Phase 3 of IRMS remains to be completed in 1999. Information from the IRMS will be connected to the hazardous installations or plants and to the related organization concerning the major accidents. It is confirmed that IRMS provides us with more efficiency in terms of emergency planning, and minimizes the possible consequences of major accidents.

APELL in the Baltics: Swedish Co-ordination

Since 1992 the Swedish government has supported several Baltic States in improving operation of their rescue services, including the introduction of the APELL process. From 1996 the co-operation was extended to a Quality and Safety Programme with expansion into environmental protection work in the Baltic Sea area. Support to Risk Analysis and Emergency Planning at local level has been given as well.

Projects that have been worked out during the period from 1992 and onwards

  • National introduction of the concept of systematic risk analysis at municipal level in the Baltic States and implementation of the national language Risk Handbook (Hazard Identification and Evaluation in a Local Community, TR 12) and the APELL process.

  • APELL Seminars were conducted with participants from the Baltic States, Finland, Norway and Sweden.

  • Introduction to and training in the APELL process for politicians from regional level in Estonia.

  • Special projects have been worked out in the harbour of Ventspils in Latvia and Klaipeda in Lithuania and in several places along the Baltic Sea coast of Estonia.

  • The town of Daugavpils, Latvia, took part in the development of the TransAPELL guidance document.

Future bilateral co-operation will include:

  • Support to the national training systems with focus on advanced education in rescue services, e.g. fire engineer students are provided lectures on the APELL process

  • Research and development as well as exchange of experiences in methods, technique, training and structure

  • Co-operation and support in case of major accident

Future, co-operation will also be focussed on the development of "good examples" on Risk Analysis at municipal level to constitute the basis for organizing the rescue services in cities with high risk levels due to the handling and transport of hazard substances.

Co-operation between the Swedish Rescue Services Agency and EMERCOM of Russia on the Implementation of APELL In Russia

Two APELL seminars out of a programme of four have already been carried jointly by the Swedish Rescue Services Agency and EMERCOM (Ministry of Emergencies of the Russian Federation) in the North-West region of Russia:

  • Petrozavodsk, Karelia, held in May 1997

  • Murmansk, held in September 1998, together with two experts from Finland.

The third one is planned in Archangelsk, at the Autumn of 1999, together with Finish and Norwegian experts. In the Spring of 2000, the follow-up APELL workshop of St. Petersburg will aim at retracing the implementation of the APELL process, as well as serve as an introduction of the APELL process to other regions of Russia.


APELL in India: Country Level Implementation

The APELL/LAMP programme was successfully implemented in India in six high risks industrial areas across the country and at the national level from 1992 to 1997. Because of the sustained funding and technical support available from the UNEP and US OFDS/USAID/WEC and the anchor role played by National Safety Council at the national level, a series of need-based activities could be conducted giving the programme firm roots. One of the lasting outcomes ofthe APELL programme has been a new set of rules called "Chemical Accidents (Emergency Planning, Preparedness and Response) Rules", 1996, notified under the EPA Act 1986, to provide legal backing to the formation of APELL-like coordination groups called Local Crisis Groups (LCGs). Presently the focus is on setting up the LCGs in all industrial areas having hazardous installations and strengthening their capabilities through training, equipment and network through Government funding. Thus, APELL programme has been truly owned and is growing.

APELL in Brazil

1. APELL and ABIQUIM

APELL is an integral part of the Brazilian version of the Responsible Care Programme called Atuação Responsável.

ABIQUIM included the APELL manual inside the CAER Code of Management Practices Guide, produced in 1997, to be used by ABIQUIM's members to model their own emergency plans. But this is only part of the story. APELL is extremely useful as a technical tool, but is also very effective as process for community outreach.

ABIQUIM recommends that its members use APELL on their dialogue with their communities, whenever they want to introduce (or reinforce) the discussion on emergency planning, together with a brief description of our Responsible Care.

In Brazil there is no national legislation covering awareness and preparedness for technological accidents. Nevertheless, a large number of regional or local plans actually exist, voluntary organized by companies, with the participation of government authorities, but not in a binding way.

APELL has increased the interest of a local governments to participate in emergency activities because it is seen as a UN programme, politically more appealing than simply joining an industry programme.

2. State-level implementation

An APELL Seminar/Workshop was held in 1992 in Maceió , capital of the state of Alagoas, in the northeast of Brazil. It was followed by the creation of a general coordinating group, including: State Civil defence, State Fire Department, Alagoas State Military Police, Maceio City Civil Defence, State of Alagoas Environmental Agency, State Emergency Hospital, TRIKEM UCS-AL plant, local community associations, others local authorities, NGOs and industry representatives.

TRIKEM UCS-AL, largest chlorine production plant in Latin America, originated one local coordinating group, TRIKEM AREA LOCAL COORDINATION GROUP, to establish and implement a community emergency plan for technological accidents originated in the company. This group concluded the PGASE/APELL, a general plan for attending emergency situations originated in the TRIKEM UCS-AL plant.

Two successful training drills involving local community, TRIKEM-UCS-AL plant and
governmental institutions, were held in November 97 and November 98, respectively, and a third one is scheduled to happen in November 99.

The main objective of the PGASE-APELL is to assure protection and adequate safety conditions to local population and environment in case of accidents originated in the TRIKEM UCS-AL plant that require the mobilization of public and private organizations in order to guide, monitor and/or provide evacuation/ sheltering to the population located in the area potentially affected by the accident and the preparedness of adequate infrastructure to rescue and treat the eventual victims.

Abstract
This case study describes the implementation of the APELL process in the city of Baranquilla, Colombia, after its revival in 1995. Enterprises from the chemical sector were invited to join the programme and activities were initiated with the local emergency committee and fire brigades. The case study includes a detailed description of an emergency drill in a chemical plant.

Cette étude de cas décrit la mise en oeuvre du programme APELL dans la ville de Baranquilla, en Colombie, après un nouveau lancement, en 1995. Les entreprises du secteur chimique ont alors été invitées à se joindre au programme et des activités ont été organisées avec le comité local d'intervention d'urgence et les brigades de pompiers. L'étude de cas comprend également la description détaillée d'un exercice d'intervention d'urgence dans une usine de produits chimiques.

Este estudio de caso describe la puesta en aplicación del proceso APELL en la ciudad de Barranquilla, Colombia, despuès de su resurgimiento en 1995. Se invitaron a las empresas quÌmicas a unirse al programa y se iniciaron actividades con el comitè local de emergencias y brigadas de incendios. El estudio de caso comprende una descripción detallada de una perforación de emergencia en una planta quìmica.

This article gives a fuller history of APELL in Shanghai up to the end of 1996; draws conclusions about the lessons learned; and details plans for further development of the programme.
