This risk analysis and management guide for major industrial accidents intended for municipalities and industry was developed by CRAIM (Council for Reducing Major Industrial Accidents/ Conseil pour la réduction des accidents industriels majeurs).
With a mission to foster the reduction of the frequency and severity of major industrial accidents involving hazardous materials, CRAIM aims to improve the joint preparedness and response status of municipalities and industry. The primary objective of CRAIM is to promote the implementation of prevention, preparedness
and response (PPR) programs related to industrial risks in the province of Quebec, according to recognized standards and norms. But it is a generic document that can be used worldwide.

The Guiding Principles have been prepared by an ad hoc expert group, established by the OECD Environment Committee, whose mandate included the development of guidance on prevention, preparedness for, and response to accidents involving hazardous substances, including the same issues associated with investments and aid programmes related to hazardous installations in OECD countries.

The objective of these Guiding Principles is to set out general guidance for the safe planning, construction, management, operation and review of safety performance of hazardous installation in order to prevent accidents involving hazardous substances and, recognising that such accidents may nonetheless occur, to mitigate adverse effects through effective land-use planning and emergency preparedness and response. These principles provide advice related to the role and responsibilities of public authorities, industry, employees and their representatives, as well as interested parties such as members of the public potentially affected in the event of an accident, and non-governmental organisations.A searchable web-based version of the Guiding Principles with research tool by topic and keyword is available at: OECD.org

It builds on and supports the UNEP programme on Awareness and Preparedness for Emergencies at the Local Level (APELL). However, it can also be used as a free-standing trainers package. Because industrial risk and emergency preparedness is a big subject, only selected issues have been able to be included here.
